Klear query.

Afternoon, while stuck at lights in London a thought came to mind, while I was in the RAF we used to use clear to put the final polish on our 'highly polished' shoes, but to stop the moisture getting in we added a top coat of polish to complete the final shine.

Does painting over klear have the same effect.
