Smooth & Quiet Inline Gears

I am scratch building an inline car and went through my parts bin only to find that every combo of pinion and crown is rough and noisy. I have never been able to figure out what brand, ratios, diameters etc. makes some cars run smooth and quiet in terms of gears.
My maximum allowable crown diameter is 15mm.
Any suggestions for both a crown and pinon?
