Suggestions for clear coat please

I have now 2 cars ruined with puckering of the decals. I use Microsol on the decals because of the cars contours, leave them for 48 hours and rinse them. Both cars used Indycals and one I used Halfords Acrylic and the second Tamiya. I used several mist coats with an hour between them but after the third they started to pucker. I can't use Klear as we use lane stickers and they have to be on the front of the body. When you remove the stickers the Klear and decals come with them, suggestions would be gratefully received, thanks
